Let me explain.
A lot of people compare these two battles to each other and for good reason. They hit a lot of similar story beats and both lead up to the reveal of a form that had been foreshadowed over the course of the entire arc. But there are two key differences. I'm going to look at just the physical portion of their battles against the Z Fighters here. The two specific things that happened to Frieza several times that did not happen to Jiren are as follows: Damage and frustration.
Frieza was way stronger than literally all of the Z fighters, and it felt like it too! He would ultimately trump anything our heroes threw at him. Jiren did the same thing, but here's the difference. Frieza was shown in visible pain several times. He was shown visibly struggling against his current opponent, which would cause him to up his power more to compensate. The hope that he could eventually be defeated is never completely gone, even if it waned at times.
My boy Jiren has been powering up for the lulz. The first person to give him any sort of visible damage is A17RIP and all that did was tick him off. Jiren hasn't looked like he was struggling until literally the last 4 minutes of episode 129.

Now maybe this is just me, but at some point, I lost hope that Goku would actually defeat Jiren solo. Jiren was so powerful, so beyond any individual character, I just assumed that it would require the entire team to take him down in a concentrated effort. I feel like this is what Jiren wanted as well, but that's another thread. The jump from MUI to close that power gap comes off as unbelievable and forced as a result.
I never thought that with Frieza. When Goku swooped in, there were times he outsmarted Frieza which would cause Frieza to up his power level. Goku was clearly frustrating the guy throughout the fight and, in the end, severely damaged him with the spirit bomb. The power jump he gets due to SSJ and eventual victory feels much more organic here. It was an uphill battle. Goku versus Jiren is more like wandering through a maze, there's no way to tell what end the fight is heading for. If Toei was trying to reference one of the greatest fights in DB, they screwed the pooch.
